About the company
Counter Tools provides leading-edge proprietary software tools, education, and outreach materials, training, and technical assistance to public health practitioners working in partner local, state, or national organizations as they identify the need and build support for, adopt, implement and evaluate policy, systems, and environmental interventions to promote tobacco-free living, prevent obesity, and limit the influence of all neighborhood factors that are deleterious to health.
The purpose of this project is to implement a successful SaaS solution that will collect retail tobacco licensing and enforcement data from state and local agencies (i.e., participating agencies) for DOJ. The SaaS was built specifically for the Department of Justice in California empowering communities to become healthier places by helping public health practitioners and community members collect data on their local retailers, visualize disparities using maps, and mobilize for policy change. RETINA is the proposed system that will consolidate this data and make it readily available to any licensing or enforcement agency in the State of California.
Challenges and Objectives of the project
The main challenge was to develop a proprietary software app under the pending deadline. This software should have facilitated local- and state-level public health policy changes and thereafter – affect the retail environment in the USA. The solution must present the consolidated data in a map-based view and provide on-screen tools and reports needed to support the licensing and enforcement efforts of participating agencies.
Cooperation Process and Results
RETINA creates an easier experience, ensuring data integrity (tailored with ADA standards), and providing custom solutions. It also generates in-depth reports to equip local leaders with information for formulating a strong, relevant, effective strategy. WeSoftYou produces a system that will collect retailer information to form a statewide list of retailers that sell tobacco products. The system must support multiple licenses per retailer provided and managed by licensing agencies (CA Department of Tax and Fee Administration and local agencies). And it’s one of the main challenges for our team. Also, we develop a system that will collect inspection and enforcement data from all participating enforcement agencies: (California Department of Public Health) и FDA (Food and Drug Administration). RETINA will provide reports and on-screen functionality which enables enforcement agencies to inspect more retailers while increasing enforcement of repeat violators and avoiding redundant inspection activities. Summarized RETINA is the proposed system that will consolidate this data and make it readily available to any licensing or enforcement agency in the State of California.
